Since that time, we have received a draft report from INP0 based on their evaluation of Rancho Seco during the weeks of July 8 and 15, 1985.

Management from the District's nuclear organization and I have reviewed this evaluation and have determined that all findings are consistent with previous evaluations by the NRC (PAS, SALP and Routine Inspection findings), LRS, and ourselves (both QA audit findings and our recent report of August 6, 1985).

We would like to present you and your staff with a briefing concerning the INP0 findings on August 23, 1985.

As I mentioned above, our review of the INP0 report has not revealed any issues not previously identified. However, INP0's appraisal of the performance of some of our employees in the areas of adherence to procedures, supervisory involvement, control of maintenance activities, and watchstanding practices of some non-licensed operators, has led us to conclude that the implementation of programs in these areas are not as effective as they should be and, consequently, I intend to strengthen some programs. Specifically, the following actions are being taken:

1. Establish and put into effect a rigorous program, closely monitored by management, to ensure a more active involvement by supervisory personnel within the plant to assure that policies and procedures are implemented and adhered to, and that the concept of respect for radiation is being applied by workers in the field.

2. Develop and implement a program to more closely control maintenance activities in such a manner to assure that the Control Room is aware of the activities in progress.
3. Establish and implenent a program which upgrades the watchstanding performance of non-licensed operators within the plant.

To assure management that these specific actions are being effectively implemented, I intend to request INP0 to conduct a progress check on these actions and report the results of this check to me. The District will evaluate the results of this check and discuss this evaluation with you prior to restart of Rancho Seco.
