' Gentlemen: l This special report is being submitted pursuant to Technical Specification 4.8.1.1.3 for a test failure of 1D-G-400, the "D" Emergency Diesel Generator (EDG).

On March 17, 1997, during a post maintenance test of the "D" EDG, '

the governor control would not shift from isochronous to droop to allow loading of the EDG to the grid. This condition is considered a valid test and failure pursuant to Regulatory position C.2.e of Regulatory Guide 1.108.

This failure was the third failure in the last 100 tests. The cause of the test failure was a failed emergency start preset relay. The relay was found in the pulled-in or picked-up state.

The root cause was therm 1 aging related fracture of the armature carrier plastic which wedged the moving carrier in the picked-up condition and resulted in electrical failure of the coil. This fracture is the first age related failure of Gould J series (J-13) relays at the Hope Creek station.

Corrective Actions included the immediate replacement of the relay and satisfactory retest of the "D" EDG. Additional actions, which had been previously identified, include replacement of all normally energized J-10 and J-13 series relays in the EDG system. The extent of useful life for these relays had been analyzed through lab tests, which predicted acceptable performance up to Refuel Outage 8 (Spring 1999). As a result of this failure, additional trending will be performed to detect failure trends for the EDG system relays.
