Associate Director for Projects 11555 Rockville Pike Rockville, MD 20852 Docket No. 50-312 Rancho Seco Nuclear Generating Station License No. DPR-54 PROCUREMENT ENGINEERING ASSESSMENT PLAN INTERIM REPORT

Dear Mr. Miraglia:

Attached is the Procurement Engineering Assessment Plan Interim Report. The report is transmitted to you to facilitate your evaluation of the program and activities to date.

This report covers phases 1 and 2 of the Assessment Plan transmitted to your office via letter GCA 88-065, Procurement Engineering Assessment Plan, dated February 3, 1988.

A multi-disciplined Procurement Engineering Assessment Team was formed at my direction to assess past and present procurement practices at Rancho Seco. The subject report provides the District with a comprehensive evaluation of the team's l

conclusions and an added degree of confidence that Rancho Seco is ready for restart. In addition, the Interim Report addresses the issues raised by the NRC Procurement Inspections of January 4-14, 1988, and February 10-12, 1988.

Please contact me if you have any questions. Members of your staff with questions requiring additional information or clarification may contact Gary J. Legner at (916) 452-3211, extension 4920.

Sincerely, fG
