Martin, Regional Administrator Region V 1450 Maria Lane, Suite 210 Walnut Creek, CA 94596 Docket No. 50-312 Rancho Seco Nuclear Generating Station License No. DPR-54 REQUEST FOR EXTENSION FOR THE TDI DIESEL GENERATOR 24-HOUR SURVEILLANCE RUN

Dear Mr. Martin:

In your letter of February 26, 1988, you granted an enforcement discretion from the requirements of Technical Specification 4.6.3.C.6 that would expire on March 10, 1988. Specifically, the relief concerned the completion of 24-hour surveillance runs on the TDI diesel generators. During the performance of the 24-hour surveillance run on the "B" train, a fatigue failure of a weld occurred resulting in schedule delays for the remainder of the 24-hour surveillance runs. We expect to complete the 24-hour surveillance run for both trains beyond the date specified in your letter; therefore, we request that the date for completion of the 24-hour surveillance runs be extended to March 20, 1988, l

to provide time for completion of the runs, contingencies and results review. The basis for the original request has not i changed and the testing in all likelihood will be completed prior l to March 12, 1988.

l l We have discussed this matter with members of your staff and are i

prepared to meet with you if requested.
