In our procedure for alertin6 the Commission to negative public acceptance activities of a possible significant nature in the northeastern Pennsylvania area, we have been relying on informal telephone notification from the Safety Division Manager of the nuclear activities group of our parent company (General Public Utilities Corporation) to his normal contact on the Division of Reactor Licensing and occasional communication between our Public Information Manager and James Lyman of the AEC's Information staff. In recent months there has been the increasing activity, including contact with members of Congress, aseistance from national " anti- i nuclear" figures, public meetings and other efforts by a core group ' i committed to a national as well as local " anti-nuclear" position. We, therefore, believe it may be more helpful to formalize this public acceptance communication with the Commission even at this pre-decision stage of the GPU-Penelec/ Atomics International study project on an IMFER for a site Penclec owns at Scottsville, Wyoming County, Pennsylvania. 1 If it meets with your approval, we shall, therefore, address future communications in writing to you with copies to Mr Dohme of the Division of Reactor Licensing and Mr McFarren of the Division of Reactor l Development and Technology. If appropriate, we will provide notifica-tion in short notice situations to Mr Dchme by phone with follow-up correspondence. For your own back 6 round, the public acceptance activities record for this study project Goes back to late 1907, is fairly well documented and, until January of this year, was almost entirely a favorable one. I have attached summaries of the status and history of that record for your information and file. At present, a developmental monopoly is being maintained, at any

         '                                            cost, by Gonoral Electric, Westinghouse and Combustion Engi-neering.       I fear that their contracts with privato utilitics are becoming cost-plus bonanzas with experimental development being underwritten by the public, in the same fashion as some scandalous military contracts.

Dear Dr. Seaborg:

I am extremely and deeply concerned, as are the thousands of my constituents in Wyoming County, with l regard-to the proposed development of a fast breeder nuclear power plant in that county. l 1 As I understand, General Public Utilities would build such a plant if its proposal to AEC were selected. While all citizens recognize the need to develop future power sources, I want to register my strong opposition to the construction of any reactor in Pennsylvania if there is the al ghtest chance that the health and safety i of the public would be endangered. I would like to solicit assurances that the AEC, during the application process, will place great weight on environmental con-siderations, even to the extent of denying the required '- licenses. 1 1 I understand that the present facility being planned for construction by the Pennsylvania Electric Ccmpany in Meshoppen would be six to eight times larger than pre-sently existing breecher reactors, and might greatly in-crease radiation levels. I should like the AEC to as-sure me and-the citizens of Wyoming County that no con-struction. shall occur until it can be determined that there will be no harmful ef fccts to the environment and the citizens. Further, I am most' hopeful that the AEC will enforce all the stringent provisions of the Price-Anderson Act to assure financial responsibility on the part of the utility. Certainly this company must assure the residents of Wyoming County that the corporation will be financially responsible for the results of any accidents. On behalf of the citizens of Wyoming County, and particularly the group of citizens known as

                             " Citizens Committee for Environmental Concern," 71 Warren Street, Tunkhannock, Pennsylvania, I should like you to follow carefully each step in the pending application proceso, giving the greatest weight to the environmental considerations. In addition to hear-ing from you shortly, I certainly want to be kept aware of future developments, including the filing of.

Dear Mr. Hollingsworth:

r l Since our initial studies on the siting of a fast breeder demonstration ' plant with General Public Utilities, oeginning in 1967, and more recently l in the course of the on-going AEC Project Definition Phase, we have recognized the importance of the public acceptance aspects associated j with the location of this first plant and the potential impact on the success of this program. For this reason we believe it desirabic to consider an .- i alternate or fall-back site in addition to our primary site at Tunkhannock,  ! Pennsylvania, on the Pennsylvania Electric Company system. l Very preliminary examination of the land and existing facilities at Savannah River, including a brief discuscion with Mr. Stetson and his staff on September 2, indicate that this could be an attractive alternate site location for the first FBR demonstration plant. The public acceptance problem should be minimal there. The available cooling water and heat

                        , rejection facilities appear to be attractive features of this site and could have a desirable impact on the overall program costs.

While it is our plan to retain the Tunkhannock, Pennsylvania site as our primary FBR demonstration plant site, we would like to investigate further, with the cooperation of the engineering staff at Savannah River,

                     *'the feasibility of a fall-back site location in that area. Obviously many considerations must be examined, including such things as: the physical and environmental features of the site, the capability for distribution of the FBR-gen.erated power, the operational arrangements under which a utility ,or group of utilities would function, identification of cost factors associated with the use of existing SR facilitics, and the impact of the potential program on the Coinmission's ' activities at Savannah River.-
