New Jersey, to a full-ters 40-year lioenee.
)tr interest as a petitioner to intervens in the proceeding may be 4
1riefly outlined as follows:-
(1) I am and have been for the past 42 years a resident, pro-party owner, voter, and taxpayer in the City of Brigantine, Atlantic County, New Jersey, which is only some 31 miles SSW of the Oyster Creek Plant. We are one of the cities closest to this plant and it is the nuclear power plant closest to us.
In addition, the Public Service Electric and Gas Co. is proposing to build a 2,300 )Me nuclear power plant in the ocean off Little Egg Inlet, just about 5 miles Northeast of us in Brigantine.
(2) Because of the proposed new Atlantic Generating Station of the P.S.E. & G. Co., mentioned above, the people of Brigantine, and of Atlantic County in general are very nuch concerned with the safety and

What safety precattions are being taken at Oyster Creek against a IOCA and how the AEC is considering a considerable upgrading in the j
criteria for ECCS in the current hearings on that subject.
Our people vill vant to have an opportunity to find out how closely the present Oyster Creek Plant No. 1 conforms to the newly proposed AEC criteria ror ECCS.

'(4) As a long-time member of the American Nuclear Society (now a member emeritus), I am concerned lest some of.our over-enthus-instic environmentalists so frighten the' local populace about melear power plants that they make it impossible for us to obtain the electrie power vbich we shall need. These hearings on the Oyster Creek Plant will provide a fine opportunity to bring cut the facts as they affect the safety of that plant and, by natural infereneet,- that of the proposed Atlantic Generating Station in our backyard.
t (5) While resisting the opposition of the super-environ-mentalists, it is important, I believe, to bring out at such a hearing that the alternative of nuclear power by fission or no more power should NOT be the only one presented to the people of this area or any other area. Why are we not, for instance, either by the utilities-or by government, instituting a crash program to develop a system to take S02 out of the stack-gas of coal-fired power plants, so that we may have ample power generated by our buge supplies !

of drastically reduced sulpbur emissions, without adequate equipment to accomplish this, has pushed the electric utilities into the untenable position of converting to much more expensive imported low-r@hur oil.
This is a purely temporary solution because we do NOT have the resources to continue to ir. port huge quantities of fuel oil in the light of i
t our staggering deficits in foreign trade, We would like to know VHAT effective actions are being taken to release us from the present dilema of accepting the proliferation of nuclear fission power plants as the only alternative to lack of power, brown-outs, etc.
Please advise me whether this application to participate is t
accepted.
