3. Last week, Friday January 26, 1973 an internal leak of 50,000 gallons of poisonous, radioactive was released at the Oyster Creek Plant according to Ivan R. Finrock of JCP&L. Can you please in-form of how the regulatory agency, AEC, permitted this amount to be released without closing the plant? And why announcement of this leak came from industry and not from government?

Dear Senator Connors:

An observer to the New Jersey Legislative Process can only_ admire your openness and integrity 'as a consistent personna through ~

the years in terms of sincerity 'despite other points of view in Trenton. On behalf of the citizens' Conservation Council of Ocean County you should realize that; even when we disagreed w i t h y'o u r position (Coastal Commission), we know that you are firm and that you can be counted on to batk up your perceptions with support.no matter what.. -

This open letter is something you already know about - our people are. concerned with the storage of,radhot nuclear fuel rods at Oyster Creek - the CCC Executive Board does not want to indulge in a rehash of citizen upheaval seen during the Ciba-Gigy or Co-Gen or garbage burn plant - and we do want to observe elected -

officials scrutinizing what is proposed over there. We would and honest attention paid to the like strong, objective, application to place dangerous and* hazardous bulk into the ground of our local environment. ,

As you probably know, NJ Assembly Speaker Haytaian chaired a Special Assembly Task Force on Land Use Issues for the Legislature and one finding says, " Countys should be given e

more responsibility and authority on land use issues which have ,

a regional impact": if the burial of highly radioactive fuel . - 1

, rods - when the NRC admits that half of New Jersey would be lost - does not have a regional impact; what does? j

. I went to to the County Freeholders and asked for a _Special l j Commission to oversee what will occur with the Lacey 7wnsp.  !

Planning Board during the new hearings on June 5th. P,erhaps the Solid Waste Advisory Council or the O.C. Env. Agency?< But apparantly the County will not intrude until there is a violation as in the case of Ciba.

This is an issue which shall not go away; but will only escalate.- '

There is much apprehension at the Citizens' conservation Council and since we usually have the pulse of caring people here, the issue will rema;in a strong activist project of our 42 organizations here . in*

Ocean County. Thank you for any, consideration of these views.
