Grand Gulf Nuclear Station Unit 1 Docket No. 50-416 License No. NPF-13 File 0260/L-835.0 Offsite Dose Calculation Manual Supplement No. 2 to Monthly Operating Report AECM-83/0705 In accordance with 10CFR 50.36 Mississippi Power & Light Company (MP&L) is providing twelve copies of a supplement to the Monthly Operating Report for Grand Gulf Nuclear Station Unit 1 (GGNS) for September,1983 (Attachment).

The attached Supplement to the Monthly Operating Report (MOR) provides detailed descriptions and justification for changes to the GGNS Offsite Dose Calculation Manual (ODCM). Technical Specification 6.14.2 requires that licensee initiated changes to the ODCM be reported in the MOR within 90 days of the date the changes become effective. Revision 1 to the GGNS ODCM was approved by the Plant Safety Review Cornittee (PSRC) and became ef fective on that date. Thus, the MOR of September 13, 1983, (or a supplement prior to September 29, 1983) should have contained the approved changes as required by Technical Specification 6.14.2. The NRC Project Manager and the GGNS Resident Inspector were notified of the failure to meet the reporting requirements in telephone conversations on November 1, 1983.

The changes incorporated in Revision 1 were made to provide consistency with the GCNS Technical Specifications, the Standard Technical Specifications and to correct certain errors contained in dose calculation methodology.

The failure to provide the information in accordance with the Technical Specifications is considered to have no adverse impact on the public health and safety or the safe operation of the plant. This is considered to be an administrative error in that changes were not submitted to the h7C within the time specified.
