. l April 12,1995 U. S. Nuclear Regulatory Commission Attention: Document Control Desk Washington, D. C. 20555 This Special Report is submitted in accordance with LaSalle Station Unit 2 Operating License NPF-18, Appendix A, and Technical Specifications 3.3.7.9 and l 6.6.c.

I Table 3.3.7.9-1 of Technical Specification 3.3.7.9 requires a minimum number of fire detection instruments to remain operable. On March 25,1995, at 2100 hours0.0243 days
0.583 hours
0.00347 weeks
7.9905e-4 months
, the minimum number of required operable detectors for Fire Detection Zone 2-31 had not been maintained, thereby exceeding the 14-day timeciock allowed by the Technical Specification. This Fire Detection Zone is located in the Unit 2 Reactor l Building at elevation 673'-4", Fire Hazard Zones 311, 314, 315, and 316.

Fire Detection Zone 2-31 was taken out of service to prevent spurious alarms caused by work activities (i.e., welding, cutting, and grinding) being performed in the area during the current Unit 2 Refueling Outage. Per the Action Statement requirements of Technical Specification 3.3.7.9, a Fire Watch was established to inspect the affected fire detection zone once every hour while the detectors are inoperable. Detection Zone 2-31 will be retumed to service upon completion of the work activities associated with the Unit 2 Refueling Outage.

This Special Report is required since the detectors were not restored to an operable status within 14 days. These activities are not expected to be complete until the end of the Unit 2 Refueling Outage.

l Sincerely, D. . Ray Station Manager LaSalle County Station l
