Supplemental Interim Findings on the Waterford III Nuclear Power Station

-Attached is the FEMA Supplemental Interim Finding on four offsite planning issues. requiring resolution prior to issuance of a full power operating license for the Waterford III Nuclear Power Station. These issues were specified in tite Atomic Safety ned Licensing Board's partial initial decision of November 3.1982, as acended by its Memorandum and Order date'd December 12, 1982.

Issues 1, 3 aut 4 have been resolved. Issue 2 will be resolved when letters of-agreement 1: ave been received in the Regional Office. We will notify you when they have:bn2en obtained.

FEMA Supplemental Findings. Waterford III -

The following information supplements Region VI Interim Findings and addresses the four offsite planning issues requiring resolution prior to issuance of a full-power operating license as specified in the ASLB partial Initial Decision of November 3.1982, as amended by its memorandum and Order dated December 12,1982.

All issues have been resolved with the exception of issue 2 and this will be resolved in the near future with the receipt of letters of agreement after all of them have been obtained.

Issue 1: The Parish plans shall designate by title the LP&L official at i the E0F who will have the authority or responsibility to provide protective action recommendations to off-site authorities. 3 Resolution: The St. Charles and St. John the Baptist Parish Plans have been revised to read as follows: -

2 I Proposed Resolution: The hs shortfall for the' evacuation of schools, .

hospitals, nursing homen jails and the general public without automobiles '

for the Waterford 3 ten mile'EPZ is calculated at 270. LP&L and the '

State of Louisiana are in4he process of obtaining contracts or letters .

of agreement for the use of 419 buses and drivers from sources in Jefferson i Parish, Plaquemines Parish, Lafourche Parish; Tangipahoa Parish, Ascension i Parish and East Baton Rouge Parish. Additiuns to this total are expected i in the near future. These Letters of agreement will be fomarded to NRC  ;

and FEMA in the near future. .

i Due to the evacuation concept employed for the area around Waterford 3 no van shortfall is specifically identified. LP&L and the State of  !

Louisiana have obtained letters of agreenent or contracts for the use of j six vans and ten mini buses to. assist with the evacuation of the infirmed  !

are available more than 80 tabulancas in neighboring P6rishes to assist -

with the evacuation of the medically infim. This number exceeds the j ambulances'that would be necessary to support a worst case evacuation _;

Under an agreestant tponsored by the- Southeast Louisiana s j Emergency Medical Services s council. toth St. Charles and St. John the l Baptist Parishes through thsir Sheriff's dispatcher can request embulance r service on an as needed basis. LP&L through the Emergency Medical Services ,

Council is spoisoring ongoing training on the requirements for Waterford 'l' 3 emergency response for ambulance drivers, emergency medical technicians, l

medical first responders and ambulance dispatchers in the Parishes of  ;

East Baton Rouge. Ascension, Assumption, St. John,-St. James St. Charles, l St. Tamany, Terrebonne Lafourche, Jefferson, Orleans, St. Bernard and  !

Plaquemines. .. !

, 1c Issue 3: The Parith plans shall be amended to specify the vehicles  !

allotted to evacuate prisoners. .Thsse vehicles shall have a combined i capacity to evacuate the prison population. The plans shali also specify .

l the personnel commitment for drivers and guards. Furthemore',' tie plans  !

1. A bus without another emergency function and with sufficient capacity  !

to simultaneously evacuate the prison population is assigned for this purpose.  !

2. An adequate number of Parish Sheriff's Department personnel, without " '

other emergency duties, are assigned to operate the bus"and provide security during prisoner evacuation."

The St. Charles Parish and St. John the Baptist Parish Implementing Procedures detail specific arrangements for the evacuation of Parish jail prisoners. St. Charles Parish will receive transportation assistance i from the Parish School Board in the fom of a bus which will be dedicated '

to prisoner transportation in an emergency. This bus has the ability to transport more than the maximum capacity of the Parish jail in one trip, i t

A driver and eight guards have been assigned to prisoner transportation should it become necessary. ' Relocation arrangements have been made for the St. Charles Parish jail prisoners with correction centers in Jefferson  !

Parish, Orleans Parish, Lafourche Parish and Terrebonne Parish. .  !

St Charles Parish tested the loading of prisoners during the exercise  ;

held on February 8.1984.

The St. John Parish jail will receive transportation support from St. '

James Parish in the form of a bus with the ability to transport more i than the maximum capacity of the Parish jail in one trip. The entire ,

Parish jail staff has been comitted to assist with transportation '

responsibilities until prisoner relocation has been completed. The St.

James Parish Correctional Center will serve as the primary relocation  :

center for St. John Parish jail prisoners. s Issue 4: Pick-up point information shall be included in the EBS evacuation  ;

o messages.

l i Resolution: Infomation on the location of pick-up points has been included in the emergency broadcast messages which appear in the Public ^

l Alert / Notification Implementing Procedures for both St. Charles and St.  :

John the Baptist Parishes. .  ;
