Dear Dr. Palladino:

It has recently come to my attention that several California legislators have written the Commission to urge further delays in the licensing of the Diablo Canyon Nuclear Power Plant, built by

. the Pacific Gas and Electric Company.

As a long-time member of the Senate Energy and Public Utilities Committee and its chairman for many years, I want you to know that'these letters do not represent the policy of the California Legislature, nor do they necessarily even express the opinion of a majority of its members. I, for one, do not agree that there is any reason to further delay the licensing of Diablo Canyon.

To the contrary, if, as I have read, both the NRC's staff and l independent experts have verified that the plant it now safe and i ready for fuel loading, then it would seem to me that the Commission has a public obligation to allow that fuel loading to proceed expeditiously.

l l I urge you to resist efforts for further unnecessary delays, and l to allow the benefits of the Diablo Canyon facility to be made l available to consumers at the earliest possible time.
