On behalf of our client, Mr. E. Earl Kent, and pursuant to both the Freedom of Information Act (5 U.S.C. 0552) and the Privacy I.t (5 U.S.C. 8552a), we request copics of all notes, memoranda, telephone logs, tapes, diaries and/or other records prepared by U.S. government employees in connection with a November 21, 1980 report conducted by Region III Office of Inspection and Enforce-ment ("IE"), report Nos. 50-329/80-30 and 50-330/80-31. In par-ticular, Mr. Kent requests the notes, correspondence, reports or other records of Mr. R. N. Sutphin and/or Mr. K. R. Naider in relation to a meeting they attended at Bechtel Corporation offices in Ann Arbor, Michigan with Consumers Power Company personnel to identify and plan action on resolving certain matters detailed in the report; their review notes of a February 13, 1978

" Training Session on Undersize Pillet Welds", a March 16, 1978 Consumers Power Company instruction to PFQCE, two April 16, 1978 training sessions; all notas relating to NCR 987, ACIR C-3 04-154 5W, Log 62820 dated February id, 1980.

If any material covered by this request has been destroyed and/or removed, please provide all surrounding documentation, including but not limited to a description of the act ion (s) taken, relevant date(s), and justification for the action (s).

Mr. Kent requests that fees be waived, because " finding the information can be considered as primarily benefitting the general public." 5 U.S.C. 5552 (a) (4 ) ( A) . The Government Accountability Project is a non-profit, non-partisan public interest organization concerned with honest and open government. Through legal repre-sentation, advi-o, national conferences, films, publications and public outreach, the Project promotes whistleblowers as agents of accountable government. We are requesting the above information on behalf o f our client for a monitoring project on the adequacy of the NRC's efforts to protect public safety and health at nuclear power plants.
