Gentlemen:

This refers to the inspection conducted by Mr. R. B. Landsman of this office

and Messrs. T. S. Michaels and G. B. Staley of NRR on October 15-16, 1986, of

activities at the Midland Nuclear Power Plant authorized by NRC Construction

Permits No. CPPR-81 and No. CPPR-82 and to the discussion of our findings with

Mr. W. Bird at the conclusion of the inspection.

The enclosed copy of our inspection report identifies areas examined during

the inspection. Within these areas, the inspection consisted of a selective

examination of procedures and representative records, observations, and

interviews with personnel.  !

No violations with NRC requirements were identified during the course of this

inspection.

In accordance with 10 CFR 2.790 of the NRC " Rules of Practice", Part 2, Title

10, Code of Federal Regulations, a copy of this letter and the enclosure will

be placed in the NRC Public Document Room.
