Dear Judge Beckhoefer:

I would like to commend Consumers Power and especially Ron Budrick of Consumers for their efforts at developing an effective Employee Assistance Program for Consumers Power and for his influencing approximately 60%

of the subcontractors to develop EAP's. . Through Ron's efforts an excellent mechanism for dealing with employee substance abuse problems has been established. However with the large number of subcontractors on the plant site, it is essential that all such contractors develop such programs. This plant possesses an alleged history of substance abuse problems. As long as approximately 40% of the subcontractors are not dealing with substance abuse, abusing behaviors will continue to occur, resulting in quality control mishaps, accidents and various other problems. The percentage of such mishaps may be reduced, but the elimination of such mishaps should be the goal. I encourage you to place pressure on the subcontractors to develop effective programs for dealing with employee substance abuse problems.
