Dear Mr. Keppler,

At the Feoruary, 1983 public meeting between Consumers Fower and the Huclear Regulatory Commission, Cons 2mers stated that an integral part of their Final Completion Plan would in-clude an independent audit or audits of the Midland nuclear pl an t s . The HRC and concerned citizens were in agreement, and considering past construction problems, it seemed wise.

The NRC's reinspection order of April 19, 1983 is welcomed.

Yet there is no mention of it being an independent one. To allow Consumers to reinspect its own work would make a mockery of the NRC's committment to ensuring safe construction.

As director of Region 3, it is important that you order an independent audit of the Midland nuclear plants, as promised by Consumers. To ignore this request is to invite public and increasingly private concern about the plants, as wel. as the integrity of your office. This concern nas been sharud with area legislators, Consumer officials, and Darryl Eitanhut.
