, NON-ROUTINE RADIOLOGICAL ENVIRONMENTAL REPORT NO. 50-313/77-1

. DESCRIPTION

-On October 5 and 6,'1977, I-131 activity levels in milk samples collected on'10/3/77 -and 10.4/77 were significantly higher than normal and above

.linits specified by Environmental S,secification 5.6.2.b(1). These activities produce extrapolated annual dose rates greater than four (4) times the design objective and are therefore reportable by Environmental Technical Specification 5.6.2.b(1).

Activity levels of all the sampling points ranged from a low of 40 pCi/1 .<

at the sampling point closest to the plant to a high of 62 pCi/1 at the L control sampling point.

t CAUSES .

It is our conclusion that these escalated activities are not related to the' operation of Arkansas Nuclear One-Unit 1 or any associated activities but rather due to radioactive fallout from the Chinese nuclear weapon test of 9/17/77.

The Arkansas State llealth Department _ concurred that in their daily state wide milk samples they had activity levels of 40 to 60 pCi/1 for the dates 10/3/77 and 10/4/77. They further stated that their sample activities had

. peaked at 100 to 150 pCi/1 on 10/8/77 and 10/9/77. The department con-curred with Arkansas Power 6 Light that these abnormal values were due to-the Chinese nucicar weapon test of 9/17/77.

PROGRAM TO REDUCE I-131 LEVELS 1

.Since the escalated I-131 levels in milk samples were not related to operation of Arkansas Nuclear One-Unit 1 but to radioactive fallout, no action is required by Arkansas Power 6 Light Company to reduce the levels.
