Dear Mr. Collins:
This is to confirm the conversation between Mr. L. J. Callan (NRC Resident Inspector) and Mr. L. J. Dugger (ANO Manager, Special Projects) at approxi-mately 1420 hours0.0164 days <br />0.394 hours <br />0.00235 weeks <br />5.4031e-4 months <br /> on December 9, 1981. This is reported to you in accordance with Unit 1 Technical Specification 6.12.3.1.(i).
The report concerns relay (General Electric Model 12CFD12BlA) which are used on the Unit 1 emergency diesel generators for monitoring the proper voltage to current phase angle on each respective phase.
These relays are totally deenergized when the generators are in standby and are sensitive to mechanical vibration in this condition. The relays are electrically ' held' when the circuits are in use and the relay would perform properly in that case.
A potential does exist, however, for diesel generator lockout if mechanical agitation precedes DG circuit energization. The lockout would be alarmed, but resetting of the relays would add a time delay to DG availability.

e Mr. John Collins December 9, 1981 ANO-81-10092 Page 2 As an interim measure, the relays on Unit 1 DG sets have been bypassed to avoid premature operation. Removal of these relays does not jeopardize the machine due to other protective relaying which is available.
