Dear Sir:

This letter is to confirm a conversation which occurred between Mr.

Bill Johnson, Arkansas Nucl(ar One Nuclear Regulatory Commission ISE Resident Inspector, and Mr. Finley Foster, Arkansas Nuclear One Operations and >bintenance >bnager, of 1630 June 24,1980 and a subsequent conversation which occurred between Mr. K. V. Seyfrit, Director, Office of Inspection and Enforcement, Region IV, and Mr.

W. Cavanaugh III, Arkansas Power & Light, Vice-President, Generation and Construction, of 1400 June 25, 1980.

At approximately 1540 on June 24, 1980 a series of events occurred on the 500KV power lines supplying ANO which resulted in a loss of all 500KV lines. The event resulted in reactor trips of both ANO Unit I and Unit II. For the period of time between 1540 and 1710 the site was without "two physically independent circuits between the offsite transmission network and the onsite Class IE distribution system." As was discussed with your Mr. Johnson, this was identified as reportable (30 days) under Unit I Technical Specification 3.7.1.a and Unit II Technical Specifications 3.8.1.1.a.

Based on the subsequent clarification to Mr. Cavanaugh from Mr.

Seyfrit that a " loss of offsite power which causes a reactor trip and causes us to go on the diesels, "is reportable under Unit I Technical Specification 6.12.3.1.g and Unit II Technical Specification 6.9.1.8.g this letter is provided as prompt notification of the event.

As discussed with Mr. Cavanaugh, you will provide AP&L written clarification of the interpretation of Technical Specification Sections 6.12.3.1.g (Unit I) and 6.9.1.8.g (Unit II).

. - At no time during the event was either unit outside any limiting conditions for operation. Startup Transformer No. 2 remained ,

operable throughout the event. Both units are stable with Unit I at 90%' power and Unit 2 in Cold Shutdown to inspect and repair a

_ Reactor Coolant Pump Seal.
