Identification of Occurrence:
Reactor Building Chilled Water System Isolation Valve (CV-6202) was found to be inoperative.

Description of Occurrence:
At approximately 1100 hours0.0127 days <br />0.306 hours <br />0.00182 weeks <br />4.1855e-4 months <br /> on February 18, 1977, while performing local leak rate testing of penetration #51, it was discovered that Valve CV-6202, Reactor Building Chilled Water Inlet' Isolation Valve, would not remain closed. The air solenoid was found to be dirty.

Foreign material was found in the solenoid valve which prevented positive actuation.

Analysis of Occurrence:
Even though the isolation valve was found to be inoperative, the check valve would have isolated the Reactor Building inlet line, therefore no hazard to the health and safety of the public existed.

- 10. Corrective Action:
After the solenoid and supply lines were cleaned of the foreign material, the va!.ve remained inoperative. The two solenoid block valves were replaced and again the valve was tested. The test indicated the velve operated properly; hence, it was returned to t<e service at 1522 hours0.0176 days <br />0.423 hours <br />0.00252 weeks <br />5.79121e-4 months <br /> on 2/21/77.

A failure to CV-6202 was reported in Reportable Occurrence Report 50-313/76-32.
