The occurrence is the failure to perform a complete surveillance test at the required frequency.

Description of Occurrence:

At approximately 1200 hours0.0139 days <br />0.333 hours <br />0.00198 weeks <br />4.566e-4 months <br /> on March 31, 1977, a leak rate test performed on the Reactor Building Escape Hatch on March 19, 1977, was found to have been improperly perfomed by an instrument technician. This is a test required to establish Reactor Building integrity per Tech. Spec. 3.6.1.
The reactor was at 2000F at 0935 hours0.0108 days <br />0.26 hours <br />0.00155 weeks <br />3.557675e-4 months <br /> on March 31, 1977.
The nals on both doors had been checked, but the cavity between the doors had not been checked on March 19, 1977.

Analysis of Occurrence:
The Reactor Building Escape Hatch was immediately retested and found to be acceptable, therefore, there was no ha::ard to the health and safety of the public.

..The importance of a proper leak rate check has been reemphasized to the plant personnel involved in performing this test.
