h ARKANSAS NUCLEAR ONE - UNIT 1 NON-ROUTINE RADIOLOGICAL ENVIRONMENTAL REPORT NO. 50-313/78-2 DESCRIPTION I-131 activity levels for milk samples collected on April 3, 1978, were higher than normal, and above limits specified in Environmental Technical Specification 5.6.2.b(1).

These activities produced extrapolated annual rates greater than four (4) times the design objective and are therefore reportable by Environmental Technical Specification 5.6.2.b(1).

Activity levels ranged from a low of 8'pC1/1 to a high of 24 pC1/1.

The level from the sample closest to the plant was 11 pC1/1.

CAUSES Air iodine cartridges showed I-131 in approximately the same concentra-tions for sample sites both near the ANO sice and the control station for two weeks prior to the milk sampling. These results are:

.a view of the above data the variation in I-131 concentration in milk is probably due to different feeding practices conducted by the individual dairies and has no connection with the relative location to the ANO site.

It is our conclusion that these escalated activities are not related to the operation of Arkansas Nuclear One-Unit 1 or any associated activities but rather due to r dioactive fallout from the Chinese nuclear weapon test of J

3/4/78.

PROGRAM TO REDUCE I-131 LEVELS Since the escalated I-131 levels in milk samples were not related to opera-tion of Arkansas Nuclear One-Unit 1 but to radioactive fallout, no action is required by Arkansas Power and Light Company to reduce the levels.
