Arkansas Nuclear One - Unit I Reportable Event S0-313/81-01

Dear Mr. Seyfrit:

This is to confirm the conversation between Mr. Bill Johnson (NRC, Resident Inspector), Mr. Harvey Miller (Arkansas Nuclear One, Manager-Engineering and Technical Support) and Mr. Early Ewing (Arkansas Nuclear One, Plant Engineering Superintendent) at approximately 1000 on January 17, 1981. This is reported to you in accordance with Unit One Technical Specification 6.12.3.1.1.

As a result of an analysis being performed in relation to the installation of flow measuring orifices in the service water piping serving the Reactor Building cooling units, a concern was identified related to the adequacy of the piping system.

Our analysis revealed that the original analysis performed, and a subsequent analysis performed as a result of I.E. Bulletin 79-14 had considered the Reactor Building cooling unit piping nortles as rigid anchors. Discussions with the equipment manufacturer indicated that these nozzles should not be considered as rigid anchors.

A reanalysis which properly considered the nozzle loads, indicated that remedial action will be required to prevent overstressing the cooler nozzles. The addi-tional piping supports required will be installed during the current refueling period.
