Dear Mr. Grimes:

Enclosed is Revision 1 (Draft - For Comment Only) of the Commonwealth Edison Generating Station Emergency Plan (GSEP). This revision includes changes made to Revision 0 of GSEP in the following areas:

1. A preface has been added in order to list those areas of the GSEP that will not be fully implemented on July 1, 1980.
2. Guidance has been given for augmentation of plant staff during an emergency (Section 4.2).
3. The initiating condition for the Transportation Accident class has been redefined so that it is consistent with Oepartment of Transportation regulations (Section 5.0).
4. Requirements have been added for Health Physics Drills and Environmental Monitoring Drills (per the NRC). (Section 8.3).
5. The name of the Nearsite Emergency Operations Center has been changed to the Nearsite Emergency Operations Facility (by the NRC).

6 Major additions and deletions to Section 10.3 were made. L This section was written in order to consolidate miscellaneous reporting requirements into a single document.

7. Other miscellaneous changes and clarifications were made.

To help you in your review, all changes (to Revision 0) have been indicated in the margin of the enclosed Revision 1 with a line, except changes involving only a format or grammatical correction. Also, the change to the Nearsite EOF was not marked because it occurs so frequently.

No further changes are planned to this GSEP draft prior to its implementation on July 1, Unless the final Commonwealth Edison Company review reveals a significant problem or error. In this regard, the GSEP implementation schedule is discussed in Reference (a) and in the Preface to the enclosed Revision I. Upon completion of the exercise to be performed in June, 1980, any changes to the Plan judged to be necessary will be prepared and submitted for your review. It is our expectation that formal docketing of the GSEP (for implementation) will be made in July, 1980.

One (i) signed original, ten (10) copies of this letter, and ten (10) copies of the Plan materials which include Revision 1 of the "generic" GSEP and the station annex for Dresden, Quad Cities, Zion (with the exception of Table 5-1, Emergency Action Levels) and LaSalle County Stations, are enclosed for your review. The completed Zion Station Annex will be submitted by June 20, 1980.
