, I am the attorney handling the investigation of allegations involving the Commonwealth Edison Corporation, the licensed operator of the Quad-Cities Nuclear Power Station located in Cordova, Illinois. This investigation"e-.is based upon possible violations of the Atomic Energy Act, ,/42 U.S.C.52273 and a regulation issued thereunder, 10 '----, C.F.R.573.40.The investigation also involves the alleged rn concealment of information material and relevant to physical security inspections and evaluations performed by the N.R.C. Region III office. Because a major portion of the investigation derives , from the licensee's commitments made in the securiby plan ygg p filed for the Quad-Cities Nuclear Power Station, Mr. Richard Ate Van Niel, as the Project Manager for that station during ~ump 1974, is a material and essential witness to the Government.- - - -%I am now in the final stage of completing this two 7 year old investigation. At this time, Mr. Van Niel's ,4 importance looms especially large. Therefore, I am requesting "7'that Mr. Van Niel be made available to me on an "as needed" 7~7 basis so that he may conduct an extensive review of his notes and all documents filed by the Commonwealth Edison Company ], in 1973 and 1974 pertinent to the physical security program {/., at that plant.
