leested near the licensee's Emergency Operations pacility (307).

t N News Media Center can acceemedate appremiastely forty reporters at a brieflag. h re is no space for the media representatives to conduct private interviews, make audio tapes er video tapes and films. N facility has no backup power source. News releases have to be processed at the 30F which causes a delay in setting the releases out to the news media.

h main point is that the facility to interim but has brea l
interim for a considerable Wriod of time and should an. accident of a significant magnitude and duration occur at quad Caties Nuclear Power Station, it would overtaa the espacity of-the currently designated News Media Center. It should be noted i
that our commente apply only to the facility itself. h 1

Another area of weaknese in' capability has to do with the Quad Cities Medical Support Exercise conducted September 11-12, 1904 at the Holine Public Hospital. FEMA has a responsibility to obserie and evaluate the espability of the emergency medical staff and the capacity of the 1
l facility. Once again the Federal criteria requires 75HA to assure that medical care facilities and personnel who j
treat contaminated tajured fiam the licensee are available to treat citisans fron-the general public who may became i
j eentasiasted and/or injured.
Two simulated contaminated-iajured pereoam were tramaported i
by difforent ambulance companies to the Moaine public i
Hospital. Each victim was handled to a different degre.

It was noted that Radiation Management Corporation consultants performed some of the functions at the hospital. If training and supervision is provided and conducted with the exercise itself, it should be done by regular hospital staff and not by consultants who will be unavailable during any actual emergency.
I have enclosed a copy of the Medical Support Exercise evaluation for your information. It provides greater dttail of the evaluation. As m aal, the full exercise report will be forwarded to NRC by our tiendquarters Office in the near future.
Please keep me informed of enforcament actions you may take to csraect these two areas of weakness.
