Evaluation of the May 20, 1981, Quad Cities Nuclear Power Station Exercise Attached are copies of the exercise reports prepared by the Federal Emergency Management Agency (FEMA) Region V and VII on the most recent exercise at the Quad Cities Nuclear Power Station held May 20, 1981.
The State of Illinois was provided a copy of the Region V evaluation of-the exercise and was asked to provide corrections or a schedule of corrections to the deficiencies. At this time, FEMA Region V is still working with the Illinois Emergency Services and Disaster Agency (ESDA) to obtain a schedule of corrections. ESDA initially promised corrections by February 28, 1982, and have since been advised in writing by Region V that they are delinquent in meeting that date.
The May 20, 1981, Post-Exercise Evaluation by Region V indicates that the exercise demonstrated an offsite capability to protect the health and safety of the public by Rock Island and Whiteside Counties and the State of Illinois for those portions of the 10-mile emergency planning j zone in Illinois.
Sixty-five deficiencies were noted in the Region VII exercise report on ]
the capabilities of the State of Iowa and the Counties of Clinton and Scott to respond to ar, accident at the Quad Cities facility. The response by Scott and Clinton Counties to the exercise scenario was inconclusive. Scott County was insufficiently involved in the scenario to effectively demonstrate its response capability. Clinton County failed to actively demonstrate its capability to respond for numerous reasons outlined in the report. The exercise report was furnished to the State of Iowa. Their response to the reported deficiencies are also attached.
While the findings in this exercise report were accurately reported as observed, numerous factors affecting the performance of State and local government have occurred that warrant modifying the final conclusions of the report on the May 20, 1981, exercise. As a result of the exercise experience ano the RAC plan review, the Iowa State REP plan has undergono major revision and is being republished. The County plans are being c m pletely rewritten. They are scheduled for publication in May 1982.

As a result of the May 20, 1981, exercise report and subsequent exercise experience at the Fort Calhoun and Duane Arnold facilities, the State of Iowa has drastically improved its operational and response capabilities.
The procedures and timeliness of information releases to the media and the public remain the most significant deficiency. Numerous other refinements are needed to improve response efficiency, but these do not detract from the State's ability to protect the health and safety of its citizens.
A formal 44 CFR 350 finding on the Iowa plans site-specific to Quad Cities will not be completed until after these new plans have been reviewed by the RAC and another exercise conducted, tentatively scheduled by RAC V for October 1982.
