Final Reports of the August 24, 1982, Quad Cities Joint Exercise of State and Local Plans and Prentredness In accordance with agreements reached by the Federal Emergency Management Agency (FEMA) and the U.S. Nuclear Regulatory Commission (NRC) through the Joint Steering Committee, FEMA transmits to NRC the attached Final Reports on the joint Quad Cities exercise.

The first attached Final Report was prepared by FEMA Region V and include o an evaluation of the exercise performance by the State of Illinois and the Counties of Rock Island and Whiteside. The second attached Final Report was prepared by FEMA Region VII and includes an evaluation of the exercise performance by the State of Iowa and the Counties of Scott and Clinton. The Final Report by Region VII also includes an update of the schedule for corrective actions and a revised executive summary. Included with the Region V report is a schedule of corrective actions from Illinois.

The Region V Final Report and the updated Region VII Final Report indicate that, pending actions by FEMA Headquarters in its review and approval process (see 44 CFR 350.12), both FEMA Regions find 1.. the interim that there is now reasonable assurance that the health and safety of the public can and will be protected in the event of an accident at the Quad Cities Nuclear Station.

Final Report - Quad Cities Site-Specific Off-Site Exercise, August 24, 1982 Attached is the Quad Cities Final Report. The State of Illinois and the counties of Rock Island and Whiteside demonstrated an adequate level of preparedness to protect the population in the Emergency Planning Zone.

The report follows the guidance prescribed in the April 5, 1982, memoran-dum, regarding REP Exercise Evaluation Reports. Also attached is the scenario of the August 24, 1982, exercise.

A copy of this report has been provided the State of Illinois requesting a schedule of corrective actions be sent to FEMA Region V by November 19, 1982.

This report will become a part of the " Regional Director's Evaluation" (350 submission).

State - No significant deficiencies.

Rock Island County

1. E.6 Receipt of general emergency classification occurred 16 minutes prior to the sounding of the sirens. The delay appeared to be t

z'y w Response - The procedure of receiving, recording and verifying NARS- @

messages has been changed. The Rock Island County NARS g Controller will immediately verify the NARS message after the s NARS form has been completed.

Once verified, one copy will be delivered by the Rock Island l County EOC prior to copies being made for all E0C staff.

At the present time, notification to the public is achieved by outdoor warning sirens, mobile PA and commercial radio. All three means, of notification are primary, although each means reaches a different part of the population within the EPZ.

2. J.10.d No provisions have been made for the protection of mobility impaired persons who are not under the care of nurses. Some persons could be mobility impaired and not be under a professional nurse's care. Therefore, it is recommended that necessary infor-mation be obtained and a subsequent list be prepared to include those persons not under professional home care.

Response - In the Villages of Port Byron and Cordova, provisions have been made to aid the mobility impaired persons residing within the corporate limits of the villages. A bus designed for transporting the handicapped is a resource of the Riverdale School District and is available for use during amergencies. Emergency medical vehicles are also available in the area.

A list of persons who are mobility impaired is partially developed at both the county and village level. The list is confidential and will not be part of the plan.

Schedule of correction - The provisions for aiding the mobility impaired will be demonstrated at the next exercise.

Whiteside County

1. E.6 Two sirens were heard during general emergency; however, the evaluator reported these sirens would not be audible from inside a car or building. It is not apparent that the population of Whiteside County would, therefore, receive notification within the 15 minutes required by NUREG-0654/ FEMA-REP-1, Rev. 1.

Response - FEMA has not completed an evaluation of the Quad Cities prompt notification system. Until this evaluation is complete, the comment above is invalid.

Schedule of correction - Not applicable.

2. G.4.a No press information officer was sent to the Joint Public Infor-mation Center at the Quad Cities Nuclear Power Station Visitor's Center, and no exchange of infcrmation was witnessed among PI0s of the State, Rock Island, and Whiteside Counties. The Coun~ty should have a PIO representative located at the JPIC during i

future exercises to coordinate news releases and relay information l to the County.

Response - It is not possible with the size of Staff at Whiteside County to assign a county PIO to the JPIC. The county-PIO is needed at the county E0C to conduct local press briefings and to take part in E0C operations. The state would prefer to have county representation at the JPIC and will continue to develop this l capability.

Exchange of information was achieved by telefaxing all press l releases to the county E0C froin the JPIC. Regular phone contact was made between the JPIC and the State ESDA Regional Coordinator concerning PIO activities.

7 Schedule of correction - The public information procedures and processes will again be demonstrated at the next Quad Cities exercise.

3. G.4.b The exchange of information was non-existent on the part of Whiteside County. The County received information from the State, but did not participate in release of infomation from the County. It is very important to keep the State appraised of actions taken on the part of the County. A designated County PIO would encourage the exchange of information, and should be implemented during future exercises.

Response - There was limited exchange of information due to the nature of the scenario. A county PIO has been identified and took part in the exercise. Refer to comment number two.

4. J.;0.b There was no map displayed showing populatiori distribution near the facility divided by evacuation areas. This map should be incorporated with the other visuals used by the emergency response team in the E0C.

Response - A map showing population distribution of the facility is contained in IPRA Vol. IV, Chapter.1, page 3. Consideration will be given to using this map as a posted visual display.,

Schedule of correction - A map showing the population distribution near the facility will be available in the plan and possibly as a visual display during the next Quad Cities exercise.

5. J.10.d Although there are no mobility impaired institutions within the EPZ, it is not clear whether there are mobility impaired persons residing in homes. This should be determined and reflected in the plan. If persons requiring assistance are located within the EPZ, transportation must be arranged and reflected in the plan.

Response - Officials in the village of Albany are aware of the mobility impaired persons residing in their community. A list of these l

i persons residing in Albany and the county will be compiled but will not be contained in the plan as it is confidential information.

Transportation for these individuals will be provided by ambulances, buses and other appropriate means.

Schedule of correction ~- The provision for aiding the mobility impaired will be demonstrated at the next Quad Cities exercise.

6. K.5.a The dose control officers were aware of PAGs for workers and that decontamination is required when exceeded, but procedures

! for determining need for decontamination of equipment and vehicles are not developed. Development of procedures for decontamination and the demonstration of this is recommended during future exercises.
