scheduled to participate in this exercise. The exercise report, dated October 25, 1985, was prepared by the Federal Dnergency mnaqoment l Agency (FE M) Region VII.

Region VII has provided copios of this report to the Stato of Iowa and requested a schedule of corrective actions. When wo receive and l analyze the corrective actions, we will send you the results of that review.

! The Quad Cities exorcise identified a problem with the plan for l notification frcu the utility to the offsito governments. At the l

exercise, a procedure was adequately demonstrated whereby all lovels l of governments would be notified simultaneously of emergencies at the plant. Howevor, fem Region VII learned that the simultaneous proceduro was in offect only for the exorciso, and contrary to inform 1 tion provided by the State of Iowa, was not part of the standing plan of the utility. In the attached Septerrbor 4,1985 letter, FTlm Roqion VII informed the Stato that it couldn't accept changing a procochiro only for an exercise. It also set forth certain requirements for the State to meet in order to correct this situation.

- By the attached January 3,1986 memrandum, fem Region VII confirmed that the required plan changes have been made, including the execution of an acceptable letter of agreement by Icwa, Illinois and Camorwealth Bdison. The applicable plans now doctment the simultaneous notification procedure adequately demonstrated in the ALvjust 27, 1985 exercise.

These actions successfully resolve the problems previously identified with the simitaneous notification proceduces at the Quad cities site.
