Your proposal to demonstrate notification procedures as appropriate during i
the next biennial exercise is acceptable. %e appropriate sections of the final exercise report have been anen3ed to further clarify the PDtA Pegion V ;osition with respect to this issue. mis office will continue to work with you, the State of Io m and F r.A lbgion VII to resolve this situation
{
to everyone's satisfaction. Our numery of the situation is discussed below.
Se difference in Illinois and Iowa procedures for County notification is the cause of the problem. mis difference in procedures results in the Zeue I
counties receiving notification concurrent with the state of Iowa.
In Illinois, l
the notification is relayed to the Illinois Cbunties by the State. 21s provides j
the State of Illinois with a reasonable period of ansesmaent Wich can be alacet instantaneous or several minutes. Se "15 cinute notification clock" begins when the Cbunties rcccive the notifiention. S us whcn Iown waits for l
Illinois, the Iowa Counties are using part of their 15-einutes.
W e Illinois Counties "clocx" has not yet started.
We criteria in being applied unifor:=ly l
but the variation in procedures caucon tlw Countics to receive their notifica-tion at different ti.es. Our position is that the procedures demnnstrated during the exercises snust bo those idwntified in the plan and vice versa.
