+a Hr.R.H.Engelken Page 2 G02-80-183 August 20, 1980 Each of the above items is discussed in an enclosure to this letter, a supplement to the original report entitled"Engineering Evaluation of the MNP-2 Sacrificial Shield Mall", submitted with the reference.

It is our understanding that resolution to the first four (4)items will close the technical issues being reviewed by NRR on the proposed replacement weld.Additionally, resolution of the latter two (2)items will close the concerns that IEE, including NRC Region V, has on the overall evaluation of the SSM.The NRR concerns were discussed informally on August 15, 1980, with the responsible Structural Engineering Branch reviewer.Me believe that these concerns are now resolved, and as such, NRR may concur with the proposed replacement weld.t The time elapsed in our efforts to resolve concerns on the SSW has resulted in the replacement weld and drywell work becoming critical path to Project completion.

We must begin wor k on these items as soon as possible to have any opportunity to regain our schedule or avoid further schedule slippage, refer to enclosure 2.In consideration of the above, we request that the Office of Inspection and Enforcement expedite the technical release by NRR on the replacement weld and subsequently remove the construction hold on this repair at the earliest possible time in conjunction with the work startup agreements made between the Supply System and NRC Region V.Based on the anticipated schedule of construction activities for the SSM, we request that the construction hold on the SSW in general be removed by October 3, 1980.Very truly yours, DLR:DCT:rmm D.L.Renberger Assistant Director Technology
