Dear Mr. Stolz:

On October 22, 1986, Toledo Edison submitted an application for Amendment to Facility Operating License No. NPF-3 fer the Davis-Besse Nuclear Power Station Unit No. 1 (Serial No. 1313) regarding administrative and organizational changes.

One of the proposed changes to Appendix A, Technical Specification Section 6.0, was the addition of footnote "#" to Specification 6.2.2d for consistency with the Babcock and Wilcox Standard Technical Specifications, NUREG-0103, Revision 4. Footnote "#" was also revised to include an individual qualified in radiation protection procedures and to make the wording more consistent with the Babcock and Wilcox Standard Technical Specifications.

During the Toledo Edison clerical process of transferring information from the Facility Change Request (FCR), which approved the proposed amendment, to the actual amendment request submittal package, the "#" was inadvertently added to Specification 6.2.2b. The "#" should have been added to Specification 6.2.2d as is reflected in both the Safety Evaluation and Significant Hazards Consideration of Serial No. 1313.

Accordingly Toledo Edison requests that the NRC Staff take note of this correction and that the amendment be issued with the footnote "#" not added to Specification 6.2.2b but rather added to Specification 6.2.2d.
