Under separate cover, we are transmitting three (3) original and forty (40) conformed copies of an application for Amendment to Facility Operating Licensing No. NPF-3 for the Davis-Besse Nuclear Power Station Unit No. 1.

I This application supersedes Serial No. 1215 dated December 5, 1986, and therefore, Toledo Edison requests the withdrawal of application for amendment submitted under Serial No. 1215. This application requests that the Davis-Besse Nuclear Power Station Unit No. 1 Operating License be revised to reflect the changes attached. The proposed changes involve Appendix A, Technical Specification Sections 6.1.1; 6.2.2 and Figure 6.2-1; 6.2.2 and Figure 6.2-2; 6.2.2d; 6.2.2f; 6.2.3; 6.3.1; 6.4.1; 6.5.1.1; 6.5.1.2; 6.5.1.7c; 6.5.1.8; 6.5.2.9; 6.5.2.10a-c; 6.6.lb; 6.7.lb; 6.7.1d; and 6.8.

Revision bars on the attached Technical Specification sheets reflect only the proposed changes.

These proposed changes are being submitted as a result of administrative and organizational changes that have taken place at Toled3 Edison and an effort to revise the Technical Specifications to be more consistent with the Babcock and Wilcox Standard Technical Specification, NUREG-0103, Revision 4.

These proposed changes include revision of the reporting and advising relationship between the Company Nucicar Review Board (CNRB) and the President and Chief Operating Officer and Senior Vice President, Nuclear; revision of the composition of the Station Review Board (SRB) to expand the range of expertise and reflect recent individuel and/or group responsibility, organization, and title changes; revisic of several sections to be consistent with the Babcock and Wilcox Standard Technical Specifications, NUREG-0103, Revision 4; and revision of organizational position titles and of position responsibilities.

This application supersedes our previous submittal of December 5, 1985 (Serial No. 1215) which revised our submittal dated July 26, 1985 (Serial No. 1170). Therefore, no license application fee per 10 CFR 170.12(c) is required.
