Cperating License: DFR-50 Decket No. 50-289 In accordance with the 3fI-l Envircn= ental Technical Specifications Secticn 5.6.2.h (Item #2, concerning changes made in er proposed for permits and/cr licenses), enclosed please find a copy of the letters which vere fervarded to the Pennsylvania Department of Environmental Rescurces and to the U.S. Environmental Protection Agency. These letters request that the apprcpriate permits be amended to allev cur use of NALCO hl-L as a corrosien inhibitor in all clcsed eccling systems at 31I.

As :IALCO hl-L is proposed for use in c1csed systems and will be inmlemented only upcn the approval cf the appropriate regulating agencies, it is estimatien that the enviren= ental impact , associated with the use of NAlCC hl-L in the closed eccling systems at S1I, vill be negligible. This dete =inatien is based en the fact that any leakage frc= these syste=s will be suitably treated prior to being discharged. In this aay, EPA and DER effluent limitations vill be met.

Industrial Waste Per=its #2276209 and #2270204 In our letters of December 22,1976 (GQL 16h8) and March 15, 1977 (GQL 0315) e we requested that you amend the above-referenced permits to allow Services our Cooling Closed use of NALCO 41-L as a corrosion inhibitor for the Seconda /

System at TMI. In his letter of April 13, 1977, Mr. J.V. Donato of your office, approved our request, and in a telephone conversation on that same date, we infor=ed Mr. Donato that we may, at some later date, wish to use HALCO hl-L as a corrosion inhibitor in the re=aining Closed Cooling systems at TMI. Mr. Donato indicated that he could foresee little difficulty in granting .

such a request. .

We have recently deter..dned that it vill be necessary to use a corrosion in-hibitor in the re=ainin6 Closed Coolin6 Systems at TKI. These systems include ,

the following:

1) Intermediate Closed Cooling System

2) Decay Heat Closed Cooling System A

3) Decay Heat Closed Cooling System B

4) Nuclear Services Closed Cooling System It should be noted that these are all closed systems, thus the only NALCO hl-L vith a possibility of being discharged to the river vould be that which may leak from these systems. In any event, the leakage from these syste=3 vould be collected in the Heat Exchanger Vault Room Sump and treated prior to discharge.

The treatment system used would be one of the following:

1) Radvaste Evaporators

2) Low-volu=e , Non-Radioactive, Industrial Waste Treatsent System We therefore request that the referenced Industrial Waste Permits be amended to allow our use of 2ALCO hl-L as a corrosion inhibitor in the Closed Cooling 1564 318
