Adopted et The Stste Convention of the Ohio Division of the Icash Walton Leee ue of merica on the 4th day of October,1970.
Ue firmly believe that e.n imediate moratcrium should be invoked against any
    .arther licensing of FCLLR power plants, until more experience has been accumulated from the operstion of those installations presently in being.
Prcor should be requirrd to the full satisfaction of the Council on Environ-mental Quality, the federal eiwironment protection agency and the public, that NUCLEAR plants are completely SAFE - beyond any reasonable dcubt.                ,

t Templin of the Atomic Energy Commissien s Lawrence Laboratory, recommended this change last March at a seminar in San Antonio for science writers.
The Atomic Energy Comission should be prohibited from licensing the construction of huelear Electric Generating Plants, until some hcve been approved by the Feder-al Wster Quality Administrction, the National Air Pollution Control Adminis-tration, and -the corresponding authorities of the state er states in which such construction is proposed.
We would impose a limit of 1 F rise in temperature of waste ecoling waters dis-
'    charged into public waterways, at the point of discharge by State or Federal lau.,
Any STi: jim powered electric generating plant, whether nuclecr or fossil fuel
!    cperated, should be required to install and use an adequate CLCSED CIRCUIT l
