Notice of Violation'and Proposed Imposition of Civil Penalty and Order Modifying /88-012-DRP License (NRC Inc ection Reports No. 50-346 and 50-3 6/88-027-DRP) Request for Hearing, dated 12 20/88 The initial bases of the hearing request'are being discussed-with Toledo Edison and at present it is not clear that a hear-ing is essential.
Contengent upon the results of these dis-cussions, it is requested that the NRC defer further proceed-ings in the hearing request and postpone the issuance of a notice:of hearing.
Once it is determined whether or not a hearing is preferred, notification will be provided.
-It is my understanding that this request does not negate my rights to a hearing at a later date if determined necessary.
