submits the following comments regarding Docket 50-346,

" Toledo Edison Co. and Cleveland Electric Illuminating Co.:

Environmental Assessment and Pinding of No Significant Impact", Pederal Register, October 9, 1985.

We see no mention in the " Environmental Impacts and Proposed Action" of the proximity of the Davis-Besse Nuclear Power Plant to Lake Erie.

The proposal calls for disposal of contaminated resins on property owned by Toledo Edison, so we assume this means at the power plant site.

The land on which Davis-Besse is built is adjacent to Magee Marsh, Crane Creek State Park and Ottava National Wildlife Refuge.

This strip of shoreline is marshland!

Standing water is present at all times and further flooding occurs when rain and wind are moderately high.

Seepage of radioactive material from land disposal is a foregone conclusion.

How much radioactivity from the Davis-Besse settling basin has already escaped into Lake Erie?

Whatever the amount (and it could be considerable), disposal of dredgings from the settling basin at a " minimum thickness of two feet" on land in this i

f marsh area would offer easier access to Lake Erie.

We should not have to remind you of the millions of people who obtain their drinking water from Lake Erie.

Also consider l

the fishing industry and the recreational uses of the Lake.

Lake Erie has been staging a limited comeback from the days l

when it was declared dead.

We do not want a setback at this time or at any time.

l The Lake Erie Basin Committee demands that the Nuclear Regulatory Commission insist on the alternative off-side disposal of dredgings from the settling basin at the Davis-Besse Nuclear Power Plant.
