Policy of The Ohio Division of The Icack '!alten League of Americe, Inc.

Relative to Electric Power Genersting Plants:

Adopted et The Stste Convention of the Ohio Division of the Icash Walton Leee ue of merica on the 4th day of October,1970.

Ue firmly believe that e.n imediate moratcrium should be invoked against any

.arther licensing of FCLLR power plants, until more experience has been accumulated from the operstion of those installations presently in being.

Prcor should be requirrd to the full satisfaction of the Council on Environ-mental Quality, the federal eiwironment protection agency and the public, that NUCLEAR plants are completely SAFE - beyond any reasonable dcubt. ,

1;UCLEmt PC d2 is siaply much too dangerous e playt! ting to experinent with --

until proper technology r,nd expertisc has been acquired!

Me believe that the Price-Anderson Act should be repealed and that all liability arising from nuclear instelletion should be lifted from the shoulders of federal inyceyers and returnt.' to the owners of the nuclear properties.

We protest any further proliferation of nuclear entities untilit con be proved that StsFE, p_ercenent, storage facilities can be pro /ided for the burgeoning burden of dangerous ATGIC LSTES.

Le urge the Atomic Engergy Commission and other government agencies to impose a EtO limit as the standard of radiation exposurec In fact, Dr. Arthur R.

t Templin of the Atomic Energy Commissien s Lawrence Laboratory, recommended this change last March at a seminar in San Antonio for science writers.

The Atomic Energy Comission should be prohibited from licensing the construction of huelear Electric Generating Plants, until some hcve been approved by the Feder-al Wster Quality Administrction, the National Air Pollution Control Adminis-tration, and -the corresponding authorities of the state er states in which such construction is proposed.

We would impose a limit of 1 F rise in temperature of waste ecoling waters dis-

' charged into public waterways, at the point of discharge by State or Federal lau.,

Any STi: jim powered electric generating plant, whether nuclecr or fossil fuel

! cperated, should be required to install and use an adequate CLCSED CIRCUIT l

cooling system. Preferably, a DRY type mechanical dreft tower, or its equivalent.

Establish EFFLUEhT STAhDxtDS for both Air and Water pollution.

i

' Collect USE cha ges from polluters of both air and water; whether they be j industrial, municipal or other.

Strive constantly to raise Ohio's Quality Standards - for both AIR and Water, j

-The Atemic Energy Coa =ission should be prnhibited from licensing the construction l of NUCLEA.t Electric Generating Plants, until scne. ,

Amend the Federal Unter Quality Act to cut.horize federal officiels te inspect industrial, municipal or similar establishments thct tre polluting r/ are sus eted of polluting public waterways -- especially 3,nterstete waterJeys.
