Washington, D. C. 20545 RE: Initial Decision--Construction Permit # 81 & 82

Dear Sir:

Oh Friday, September 27, I received in the mail a copy of the Licensing Board's Initial Decision in connection with Consumers Power Company, Midland Plant, Units 1 and 2, Show Cause nos. 81 and 82. The opinion is dated September 25, 1974. As you know, the time for filing exceptions on appeal begins from the date of service. The copy of the opinion sent to me is missing several pages and is incomplete.

Please send me another copy o~f the decision, making sure that it is complete, so that I can read it in preparation for further action. ,

I am sending a copy of this letter to Mr. Michael Glaser of the Atomic Safety and Licensing Board as well as to the Atomic Safety and Licensing Appeal Board Panel so that they may be alerted of the possibility that the delay in serving me with a complete decision may necessitate an

.. extension of time to file exceptions. In fact, it might be a good idea for the Commission or the Appeal Board or the Lict.1 sing Board on its own motion to extend the time to file exceptions in light of the failure to have served upon me a complete decision.
