On April 12, 2018, staff from the NRC conducted a public meeting with representatives from SNC to discuss issues associated with the safety review of licensing actions for SNCs VEGP Units 3 and 4. Specifically, the meeting discussed (1) draft RAIs regarding LAR 17-037 and (2) SNCs Supplement to LAR 17-037 containing RAI responses. | |||
The first topic discussed was draft RAIs regarding LAR 17-037. The staff and SNC discussed the clarifications regarding the draft RAI questions. The staff confirmed that the two structural Tier 2* items of concern are related to steel-concrete (SC) modular construction and capacity aspects, such as provided area of steel and demand to capacity ratio tables for critical sections using reinforced concrete. The staff discussed that since the staffs safety finding for the AP1000 design certification relied on information from analyses and tests in combination with codes and standards for the SC modules, it is unclear how Criterion 1 of the proposed license condition would be applied to changes to the SC modules that didnt involve a deviation from a code or standard. The staff and SNC agreed that further discussion on this topic was needed at a future public meeting. | |||
The second topic discussed was SNCs responses to RAIs regarding LAR 17-037. Draft responses for these RAIs were discussed in a public meeting on March 29, 2018. In the response to RAI Question 3, the staff discussed that the statement at the end of the second paragraph, any non-conservative change to the Tier 2* test would trigger the paragraph VII.B.5.b.(2) criterion should be clarified to state more specifically reiterate what is stated at the beginning of the second paragraph. Specifically, the staff discussed that conservative changes to certain parameters could reduce or adversely alter the design and qualification provisions based on American Society of Mechanical Engineers (ASME) Qualification of Active Mechanical Equipment Used in Nuclear Facilities (QME-1). SNC stated that they understood the staffs comments and agreed that they sentence could be clarified to more accurately capture the intention of the sentence. Regarding the response to RAI Question 2, the staff noted that the ASME Code does not postulate pipe rupture. The staff noted that they would provide further written clarification regarding the clarification discussed for the response to RAI Question 2, which can be found at ADAMS Accession No. ML18107A587. | |||
