SUMMARY

OF A PUBLIC MEETING WITH SOUTHERN NUCLEAR OPERATING COMPANY ON MAY 27, 2021 The U.S. Nuclear Regulatory Commission (NRC) staff held an observation public meeting with Southern Nuclear Operating Company (SNC) on May 27, 2021. The purpose of the meeting was a presubmittal meeting for SNC and NRC staff to discuss details included in, and supporting, its draft request for an alternative to the American Society of Mechanical Engineers (ASME), Boiler and Pressure Vessel Code,Section III, for Vogtle Electric Generating Plant (VEGP), Unit 3, in order to support a more streamlined staff review. Key points discussed related to the qualification plan for the welding procedure, testing that supported the qualification, and the examination of the weld material remaining after the repair has been completed. NRC staff and SNC staff and contractors participated in the call. There was one member of the public who identified themselves at the meeting and no questions were directed to the staff. The meeting ended at approximately 9:50 a.m. EST.

P. McKenna The VEGP, Unit 3 containment vessel, an ASME Section III, Class MC pressure vessel, received the ASME Code certification mark from the N certificate holder, Chicago Bridge and Iron (CB&I). Subsequently, SNC discovered that six pieces of Unistrut were welded to the vessel in three locations. The purpose of the meeting was to discuss SNCs plans to address these Unistruts and the associated welds and submit an ASME Code alternative to NRC for review. SNCs presentation referred to the document listed above (i.e., the updated draft alternative). SNC provided additional details as to the progress that it has made in completing the qualification of the weld procedure, testing supporting that qualification, and the surface examinations planned for the post-repair welds on the containment vessel.

Following the presentation, the main comments of the NRC staff were summarized as follows:

Clarify by providing details of how the ASME Code,Section III and Section IX, was used for the weld procedure qualification. Consider providing an attachment with complete weld procedure qualification and test results. Consider providing how the impact testing was performed and what paragraphs of NE-4335 were used, including taking into consideration the notes in Table NE-4622.7(b)-1 regarding exemptions to mandatory post-weld heat treatment. Clearly state the type of weld (e.g., full penetration, attachment, etc.) being qualified with regards to the corresponding impact testing requirements used in accordance with ASME Code,Section III.

Consider providing the specific surface examinations (e.g., magnetic particle) and the justification of why the type of surface examinations proposed will provide reasonable assurance of detecting defects in the weld remnant and its heat affected zone after the repair is complete.
