SUMMARY
OF MAY 23, 2022, PUBLIC MEETING WITH SOUTHERN NUCLEAR OPERATING COMPANY, INC., REGARDING A PROPOSED LICENSE AMENDMENT REQUEST TO CHANGE TECHNICAL SPECIFICATION 3.8.1 AND IMPLEMENT TSTF-163 FOR VOGTLE ELECTRIC GENERATING PLANT, UNITS 1 AND 2 (EPID NO. L-2022-LRM-0038)
On May 23, 2022, an Observation Public Meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Southern Nuclear Operating Company, Inc. (SNC, the licensee). The purpose of the meeting was for SNC to describe its plan to submit a license amendment request (LAR) to change Technical Specification (TS) 3.8.1, Diesel Generator Steady State Voltage and Frequency, and to adopt Technical Specification Task Force (TSTF)-163, Minimum vs. Steady State Voltage and Frequency, for Vogtle Electric Generating Plant (Vogtle), Units 1 and 2).

SNC personnel presented slides contained in ML22137A281.
The NRC staff opened the meeting with introductory remarks and introduction of the attendees.
SNC personnel discussed the following topics: (1) purpose, (2) background on TSTF-163, (3) background on non-conservative TSs, (4) proposed LAR, and (5) milestones.
SNC personnel stated that in September of 2016, SNC discovered that some safety-related pumps could not be demonstrated to perform as specified in the design basis over the full range of diesel generator (DG) steady state voltages and frequencies allowed by the TS surveillances (i.e., > 4025 V and < 4330 V, and frequency > 58.8 Hz and < 61.2 Hz).
The licensee reviewed precedents using TSTF-163 and Westinghouse Topical Report, WCAP-17308-NP-A, Treatment of Diesel Generator (DG) Technical Specification Frequency and Voltage Tolerances. The NRC approved WCAP17308-NP-A on April 17, 2017 (ML17215A232).
SNC personnel stated that SNC proposes to change TS 3.8.1 DG surveillances to address TSTF-163 related changes to require only a minimum DG voltage and frequency within 11.4 seconds followed by steady-state voltage and frequency ranges. SNC provided an example of a proposed change in slide 9.
SNC personnel also stated that SNC proposes to change TS 3.8.1 DG surveillances to address non-conservative DG steady state voltage and frequency ranges. SNC provided an example of a proposed change in slide 11.
SNC plans to submit its proposed LAR for Vogtle, Units 1 and 2, in the second quarter of 2022 (April - June 2022). SNC stated that it plans to request the NRC staff complete its review in 13 months. SNC expects to implement the proposed LAR in 120 days (4 months) of approval by NRC.
NRC Questions to SNC The NRC staff asked the following questions:
Why has it taken SNC so long to address the Vogtle non-conservative TS?
Will any necessary modifications be described in the proposed LAR?
Will SNC be using generic information related to WCAP-17308-NP-A or will SNC be using Vogtle-specific information? Will there be an explanation of the data used as it relates to the WCAP?
What is the basis for the proposed frequency values?
Will SNC provide a summary of the analysis as related to equipment safety performance as related to the last bullet on slide 10 concerning allowable steady state variations in performance?
Are other surveillance requirements (SRs) impacted by the proposed LAR besides SR 3.8.1.7, SR 3.8.1.11, SR 3.8.1.14, and SR 3.8.1.20?
Public Questions to NRC There were no members of the public in attendance, so there were no questions from the public.
Closing The NRC staff made no regulatory decisions during the meeting.
Once received, the NRC staff will perform a thorough review of the proposed LAR and make any regulatory decisions in writing in a timely manner.
