SUMMARY

OF JANUARY 11, 2023, MEETING WITH SOUTHERN NUCLEAR OPERATING COMPANY On January 11, 2023, at 8:00 p.m. Eastern Standard Time (EST), the U.S. Nuclear Regulatory Commission (NRC) held a virtual public meeting with representatives of Southern Nuclear Operating Company (SNC or the licensee). The purpose of the meeting was to have a pre-submittal discussion of a draft emergency license amendment request (LAR) for Vogtle Electric Generating Plants (Vogtle) Units 3 and 4. The draft LAR, found in the NRCs Agencywide Documents Access and Management System (ADAMS) at Accession Nos.

ML23011A343 and ML23011A344, discusses modifications to the Units 3 and 4, Combined License Appendix A, Technical Specifications (TS), sections 3.4.11, 3.4.12, and 3.4.13 to include a new note in each limiting condition for operation specifying that Automatic Depressurization System (ADS) stage 4 flow paths are not required to be operable prior to initial criticality.

SNC representatives described their technical and regulatory evaluations justifying the draft LAR.

Below is a summary of the meeting:

There were approximately 48 participants on the call, including NRC staff, SNC staff and contractors, and the public.

There were discussions about the current operating mode for Unit 3, the need for the TS changes, other operating modes and alternatives to this TS change, the maintenance activity planned to address the vibration issue, and the criteria for operatibility determination of the ADS stage 4 valves.

There was a discussion about SNCs request to include Vogtle Unit 4 in an emergency amendment since Unit 4 is still under construction.

SNC representatives stated that they appreciated the staffs feedback, would make the appropriate changes, and submit a final signed LAR by the morning of January 12, 2023.

The final LAR will ask for the completion of the safety evaluation and issuance of the amendment within 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> of submission to NRC.

January 17, 2023 Members of the public were in attendance. There was a question from a member of the public on the applicability of the proposed notes in the TS. The staff answered that the wording of the proposed notes is interpreted by the staff to apply only to the initial, or fresh core, and would not include subsequent reactor cores following refueling. The staff did not receive any Public Meeting Feedback forms. The meeting ended at 9:09 p.m. EST.
