SUMMARY
OF APRIL 27, 2023, MEETING WITH SOUTHERN NUCLEAR OPERATING COMPANY On April 27, 2023, at 9:00 a.m. Eastern Daylight Time (EDT), the U.S. Nuclear Regulatory Commission (NRC) held a virtual public meeting with representatives of Southern Nuclear Operating Company (SNC or the licensee). The purpose of the meeting was to discuss clarifying questions from the NRC staff regarding Vogtle Electric Generating Plant (Vogtle),
Units 3 and 4, license amendment request (LAR)23-006, More Restrictive Action for Technical Specification 3.1.9, dated April 5, 2023, found in NRCs (Agencywide Documents Access and Management System (ADAMS)) at Accession No. ML23095A132.
The meeting notice and agenda are available in ADAMS (ML23058A249). A list of attendees is enclosed. NRC discussed with SNC the clarifying questions it had of the LAR 23-006, prior to completion of acceptance review. No regulatory decisions were made at the meeting.
Below is a summary of the meeting:
There were approximately 16 participants on the call, including NRC staff, SNC staff and contractors, and the public.
The NRC staff stated that during the acceptance review, the staff reviews the submitted LAR to determine if there is information in sufficient scope and depth. The LAR section 4.1 states that the changes are proposed to eliminate duplication of surveillance requirements (SR).
However, the staff does not see that this proposed deletion of SR 3.1.9.2 for the Chemical and Volume Control System demineralized water and makeup valves eliminates any duplication within the Technical Specifications.
SNC stated that the duplication statement was a broad reference to requirements including those required by 10 CFR 50.55a.
NRC stated that typically Technical Specification requirements verifying valve closure times ensure accident analysis assumptions are maintained and provide assurance that the limiting condition for operation will be met.
NRC stated that it is not seeing information in the LAR related to the deletion of SR 3.1.9.2 as to how 10 CFR 50.36 will continue to be met. It appears that there is not sufficient information for the proposed deletion of SR 3.1.9.2.
NRC staff for the inservice testing program asked specific questions as to the applicability of certain American Society of Mechanical Engineers Code for Operation and Maintenance of Nuclear Power Plants requirements and stated that a request for additional information may be necessary to obtain that information.
May 12, 2023 Members of the public were in attendance, but they did not announce themselves and when prompted for questions no questions or comments were proffered. The meeting ended at 9:48 a.m. EDT. The staff did not receive any Public Meeting Feedback forms.
