SUMMARY

OF A PUBLIC MEETING WITH SOUTHERN NUCLEAR OPERATING COMPANY ON AUGUST 27, 2020 The U.S. Nuclear Regulatory Commission (NRC) staff conducted a Category 1 public meeting with Southern Nuclear Operating Company (SNC) on August 27, 2020. The purpose of the meeting was to discuss the following three topics regarding Vogtle Electric Generating Plant (VEGP), Units 3 and 4: implementation of Title 10 of the Code of Federal Regulations (10 CFR) 73.55; Inspections, Tests, Analyses and Acceptance Criteria (ITAAC) maintenance update; and cyber security plan changes.

V. Hall Summary of Meeting:

Implementation of 10 CFR 73.55, Requirements for physical protection of licensed activities in nuclear power reactors against radiological sabotage SNC discussed their list of talking points (ADAMS Accession No. ML20238C001) and the NRC staff presented their slides (ADAMS Accession No. ML20238C109) on this topic. During the meeting there were discussions associated with implementation of the requirements of 10 CFR 73.55 as it relates to the 10 CFR 52.103(g) finding and fuel load. As a result of the discussions, SNC stated that it understands the NRC staffs position. After the public portion of this topic, the NRC staff continued discussions with SNC during a closed meeting.

ITAAC Maintenance Update The NRC staff indicated this discussion topic would be postponed for a future public meeting, pending the issuance of a letter to SNC. The proposed letter will provide additional guidance to SNC with respect to applying the existing guidance in Nuclear Energy Institute (NEI) 08-01, for maintaining the validity of the completed (or partially completed) ITAAC conclusions, following ITAAC completion and submittal of the ITAAC closure notification pursuant to 10 CFR 52.99(c)(1).

Cyber Security Plan Changes The NRC staff stated that the purpose of this portion of the meeting was to discuss changes to the SNCs cyber security plan for VEGP Units 3 and 4. After the public portion of this topic, the NRC staff continued discussions with SNC during a closed meeting to discuss security-related information.

At the conclusion of each open session for each of these topics, there was an opportunity for the public to provide comments and ask questions. There were no comments or questions from the public.
