SUBJECT:

SUMMARY

OF NOVEMBER 30, 2022, OBSERVATION PRE-SUBMITTAL MEETING HELD WITH SOUTHERN NUCLEAR OPERATING COMPANY, INC.,

REGARDING A PROPOSED LICENSE AMENDMENT REQUEST FOR VOGTLE ELECTRIC GENERATING PLANT, UNITS 1 AND 2 (EPID NO. L-2022-LRM-0093)

On November 30, 2022, an Observation meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Southern Nuclear Operating Company, Inc. (SNC, the licensee). The purpose of the meeting was for SNC to describe its plan to submit a license amendment request (LAR) for Vogtle Electric Generating Plant (Vogtle), Units 1 and 2.

SNC is proposing a LAR to revise adopt Technical Specification (TS) 5.5.11, Ventilation Filter Testing Program.

A list of attendees is provided as an Enclosure.

On November 7, 2022 (Agencywide Documents and Access Management System (ADAMS)

Accession No. ML22311A004), the meeting was noticed on the NRC public webpage.

The NRC staff opened the meeting with introductory remarks and a roll call of the attendees.

The SNC representative discussed the following topics: (1) background, (2) proposed LAR, (3) evaluation, (4) precedent, and (5) schedule.

The SNC representative presented slides contained in ML22332A001.

There were no members of the public in attendance.

The NRC staff asked what the safety factor was being changed from. SNC stated that it is following the calculation in Generic Letter (GL) 99-02, Laboratory Testing of Nuclear-Grade Activated Charcoal (NUDOCS Accession Number 9906030055).

The NRC staff asked if SNC intends to use a more recent edition instead of the ASTM D3803-1989 for filter testing. SNC confirmed that it intends to continue to use the ASTM D3803-1989.

The NRC staff asked if the proposed LAR is dependent on the Alternate Source Term (AST)

LAR that was submitted to the NRC on June 30, 2022 (ML22181B066). SNC stated that the proposed LAR is independent of the AST LAR.

The NRC staff made no regulatory decisions during the meeting. Once received, the NRC staff will perform a thorough review of the proposed LAR. The NRC staff will make any regulatory decisions in writing in a timely manner. Public Meeting Feedback forms were available, but no comments were received.

The meeting adjourned at 1:50 pm Eastern Time (ET).
