OF DECEMBER 11, 2023, PRE-APPLICATION PUBLIC MEETING WITH SOUTHERN NUCLEAR OPERATING COMPANY, INC., REGARDING A PROPOSED FLEET LICENSE AMENDMENT REQUEST TO REVISE TS 5.3.1 UNIT STAFF QUALIFICATIONS, FOR ALL SITES TO RELOCATE TRAINING QUALIFICATION REQUIREMENTS FROM TSs TO THEIR QUALITY ASSURANCE TOPICAL REPORT/NUCLEAR DEVELOPMENT QUALITY ASSURANCE MANUAL (EPID NO. L-2023-LRM-0105)

On December 11, 2023, an Observation, pre-application public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Southern Nuclear Operating Company, Inc. (SNC, the licensee). The purpose of the meeting was for SNC to describe its plan to submit a fleet license amendment request (LAR) to revise Technical Specification (TS) 5.3.1 Unit Staff Qualifications, for all sites to relocate training qualification requirements from TSs to their Quality Assurance Topical Report (QATR)/Nuclear Development Quality Assurance Manual (NDQAM).

The LAR also proposed to adopt Regulatory Guide (RG) 1.8, Revision 4, Qualification and Training of Personnel for Nuclear Power Plants (Agencywide Documents Access and Management System (ADAMS) Accession No.ML19101A395), with exceptions to allow:

(1) personnel who are in a position and qualified for that position under the current TS prior to transition to RG 1.8, Revision 4, be grandfathered, and (2) experience to be substituted towards a baccalaureate degree at a rate of 8 semester credit hours (SCHs) per year of experience up to 80 SCHs. RG 1.8, Revision 4, endorses ANSI/ANS-3.1-2014, "Selection, Qualification, and Training of Personnel for Nuclear Power Plants. Section 4.1.2 of ANSI/ANS 3.1-2014 only allows experience to be substituted at a rate of 6 SCHs per year of experience up to 60 SCHs.

The meeting was noticed on the NRC public meeting website on November 29, 2023 (ML23333A459).

The NRC staff opened the meeting with introductory remarks and introduction of the attendees.

The SNC staff discussed the current TS requirements, the reason for the proposed change, the requested TS changes, and the justification for proposed changes.

The SNC staff presented slides regarding the proposed changes (ML23340A156).

NRC staff questions/comments The NRC staff asked the licensee if the proposed TS changes covered operator qualifications and noted that RG 1.8, Revision 4, removed the Part 55 applicability for operator qualifications. NRC staff suggested to consider any additional TSs that covered operator qualifications. The NRC staff also suggested to make it clear what positions the proposed LAR would apply to.

NRC staff noted that the proposed language for the Vogtle 3 and 4 TS changes differed from the TS language in previously approved similar precedents.

The NRC staff inquired if SNC was aware of any industry precedent that took exception to the education requirements and substituted it with work experience The licensee stated there is no precedent. NRC staff suggested clearly outlining the differences between the current requirements and SNCs proposal and providing sufficient justification for each difference.

Public Comments There were no comments/questions from the public during this meeting.

Closing The NRC staff made no regulatory decisions during the meeting.
