SUMMARY

OF A PUBLIC MEETING WITH SOUTHERN NUCLEAR OPERATING COMPANY ON OCTOBER 1, 2020 The U.S. Nuclear Regulatory Commission (NRC) staff held a Category 1 public meeting with Southern Nuclear Operating Company (SNC) on October 1, 2020. The purpose of the meeting was to discuss the following two topics regarding Vogtle Electric Generating Plant (VEGP),

Units 3 and 4: (1) motor-operated valve (MOV) loss of motive power testing and (2) Inspections, Tests, Analyses, and Acceptance Criteria (ITAAC) Index No. 375 normal residual heat removal system (RNS) MOV testing.

The meeting notice can be found in the Agencywide Documents Access and Management System (ADAMS) under Accession No. ML20274A101. The meeting notice is also posted on the NRC public website. Enclosures 1 and 2 are the meeting agenda and attendance list for the meeting, respectively. The documents referenced during the discussion can be found at ADAMS Accession Nos. given below:

O. Lpez-Santiago Summary of Meeting:

MOV Loss of Motive Power Testing SNC provided a presentation on a proposed change in testing for 10 ITAAC on MOV loss of motive power (ADAMS Accession No. ML20273A349). SNC presented a simplified schematic drawing for a typical MOV. SNC described the differences between the test methodology documented in the associated uncompleted ITAAC notification (UIN) and their new proposed MOV test verification. Instead of working the breakers to remove motive power, the installation setup work for each valve would demonstrate the ITAAC acceptance criteria are met. The MOV setup work order will provide the verification needed to demonstrate that the MOV open and close contactors correctly operate and, therefore, upon loss of power, the MOV will fail as-is.

NRC staff stated that SNC should include an explicit statement in the ITAAC closure notification and principle closure documents that SNC ran the test, removed motive power, and verified that the valve did not change position and, therefore, the ITAAC acceptance criteria were met. SNC agreed.

ITAAC Index No. 375 RNS MOV Testing SNC provided a presentation on ITAAC Index No. 375 RNS MOV testing (ADAMS Accession No. ML20273A236) and proceeded with presenting a simplified diagram of the RNS. SNC described the differences between the test methodology documented in the associated UIN and their new proposed test procedure.

SNC noted that the new testing procedure for ITAAC Index No. 375 would close all the valves shown in the diagram and trip the pumps at one time in a single test, instead of multiple tests as proposed in the UIN. NRC staff did not identify any concerns with this proposed change in methodology.

At the conclusion of the discussion for each topic, there was an opportunity for the public to provide comments and ask questions. There were no comments or questions from the public for topic 1. Regarding topic 2, Yan Peng asked about the difference between pump trip and pump coastdown, and NRC staff provided the definition of the pump trip and explained the coastdown phase would normally follow a pump trip condition.
