OF A PUBLIC MEETING WITH SOUTHERN NUCLEAR OPERATING COMPANY ON JUNE 11, 2020 The U.S. Nuclear Regulatory Commission (NRC) staff held a Category 1 public meeting with Southern Nuclear Operating Company (SNC) on June 11, 2020. The purpose of the meeting was to discuss a draft license amendment request (LAR) regarding vacuum relief valve technical specification (TS) changes and LAR-20-003 regarding main control room (MCR) emergency habitability system instrumentation for Vogtle Electric Generating Plant (VEGP),
Units 3 and 4.
The meeting notice can be found in the Agencywide Documents Access and Management System (ADAMS) Accession No. ML20161A003. The meeting notice is also posted on the NRC public website. V. Hall Summary of Meeting:
Vacuum Relief Valve Technical Specification Changes (LAR-20-005)
On June 11, 2020, staff from the NRC conducted a public meeting with representatives from SNC to discuss a draft LAR regarding vacuum relief valve TS changes. The NRC staff reviewed the draft request and provided the following items for SNC to consider:
Clarify whether SNC reviewed the radiation consequence analysis for the proposed change and if there are any impacts on the design basis accidents.
Clarify the discussion on page 4 of Enclosure 1 regarding the conflict in TS 3.6.9 where one action is trying to isolate flow for containment isolation, and another is opening the containment flow path. The NRC staff notes there is no containment isolation requirement in lower modes when the open flow path is required.
Evaluate adding vacuum relief check valve operability for opening discussion in the Limited Conditions of Operation section of the TS bases in Enclosure 3.
Evaluate adding a discussion regarding single failure protection in the Required Action section of the TS Bases in Enclosure 3 (similar to single failure discussion provided in LAR 20-003).
Clarify on page 8 of Enclosure 1 that the probabilistic risk assessment (PRA) is the Vogtle-specific PRA that is consistent with the requirements for a fuel load PRA and include the status of any peer reviews.
SNC indicated that they will be submitting this LAR to the NRC by June 19, 2020 or shortly thereafter.
At the conclusion of the discussion, there was an opportunity for the public to provide comments and ask questions. There were no comments or questions from the public.
Technical Specification 3.3.13 for Main Control Room Emergency Habitability System Instrumentation Applicability Change and Include Undervoltage Actuation (LAR-20-003)
On June 11, 2020, staff from the NRC conducted a public meeting with representatives from SNC to discuss LAR 20-003 regarding MCR emergency habitability system instrumentation.
The NRC staff is reviewing LAR-20-003 and provided SNC with discussion topics found under ADAMS Accession Nos. ML20161A408 and ML20160A464.
A summary of the discussion to support the topics listed in ADAMS Accession No. ML20161A408 are as follows:
For discussion topics 1 through 3, SNC clarified that the actuation by using the Class 1E 24-Hour Battery charger undervoltage (UV) signal to deenergize the MCR air supply radiation monitor sample pumps is independent from the other actuations; that there is only one 600 second time delay for the Class 1E 24-hour battery charger UV signal from the PMS; and SNC recognized that Class 1E battery chargers could be clarified to Class 1E 24-hour battery chargers. SNC noted that these clarifications may be addressed in a future supplement to LAR-20-003 or in a subsequent LAR.
For discussion topics 4 and 5, SNC clarified that there are no equipment or operational changes that would have any impact on the environmental qualification of electrical equipment important to safety. In addition, SNC clarified that there are no
V. Hall modifications to equipment and no design changes proposed in the LAR; therefore, the environmental conditions associated with operation, maintenance, testing, and accidents remain unchanged.
A summary of the discussion to support the topic listed in ADAMS Accession No. ML20160A464 are as follows:
SNC clarified that TS 3.3.13 current Required Action A.1, renumbered as Required Action B.2, is duplicative in intent with new Required Action B.1. SNC is aware of this and plans to address Required Action B.2 in a future LAR. SNC and NRC staff agreed to discuss if this could be addressed as part of the current LAR-20-003.
NRC staff also noted two typographical errors in Enclosure 3 of the LAR for SNC to consider revising.
