SAFETY EVALUATION ON WELDED REINFORCING BAR SPLICES AT VOGTLE ELECTRIC GENERATING PLANT, UNITS 3 AND 4 The purpose of the enclosed safety evaluation (SE) is to evaluate whether the licensees decision not to follow the American Society of Mechanical Engineers (ASME) NQA-1 provision that refers to ASME Section III, Division 2 testing and non-destructive examination (NDE) provisions for welded reinforcing bar splices presents a safety concern in certain safety-related reinforced concrete structures at the Vogtle Electric Generating Plant (VEGP), Units 3 and 4.

The crux of this issue involves differences among the relevant ASME NQA-1 standard, and the American Concrete Institute (ACI) and American Welding Society (AWS) codes that are referenced in the VEGP, Units 3 and 4, Updated Final Safety Analysis Report and Nuclear Development Quality Assurance Manual. In short, a provision of the relevant ASME NQA-1 standard implies that visual examinations plus testing and NDE would be necessary for the affected welded reinforcing bar splices, whereas interpretations of the relevant ACI and AWS codes imply that visual examinations along with appropriate quality assurance measures are sufficient.

The focus of the SE is the adequacy of the full penetration butt welded splices of reinforcing rebar. The primary structure addressed in this SE is Wall 11 of the auxiliary building at VEGP, Unit 3. However, the discussion in this SE is not limited to this structure and is also applicable to all other safety-related reinforced concrete structures at VEGP, Units 3 and 4.

Although the licensee did not perform the additional testing and NDE specified in the relevant ASME code, the staff determined through U.S. Nuclear Regulatory Commission (NRC) inspections that the licensee has conformed with the provisions in the relevant ACI and AWS codes for visual inspections and quality assurance. The staff also determined that the safety significance associated with the violations identified by the inspectors is minor because there remains sufficient margin to failure of the affected concrete structures.

L. Dudes Overall, the NRC staff has concluded that the welded reinforcing bar splices in the affected safety-related reinforced concrete structures at VEGP, Units 3 and 4, provide reasonable assurance that the health and safety of the public is maintained. The details for this conclusion are contained in the enclosed safety evaluation.
