SUMMARY

OF A PUBLIC MEETING WITH SOUTHERN NUCLEAR OPERATING COMPANY ON JULY 23, 2020 The U.S. Nuclear Regulatory Commission (NRC) staff held a Category 1 public meeting with Southern Nuclear Operating Company (SNC) on July 23, 2020. The purpose of the meeting was to discuss the draft revision of the request for alternative regarding requirements for preservice inspection acceptance of volumetric examination flaws for Vogtle Electric Generating Plant (VEGP), Units 3 and 4 (VEGP 3&4-PSI/ISI-ALT-14).

The meeting notice can be found in the Agencywide Documents Access and Management System (ADAMS) Accession No. ML20167A026. The meeting notice is also posted on the NRC public website. Enclosures 1 and 2 are the meeting agenda and attendance list for the meeting, respectively. The draft revision of the request for alternative, referenced during the discussion, can be found at the ADAMS Accession No. ML20203M222.

V. Hall Summary of Meeting:

On July 23, 2020, staff from the NRC conducted a public meeting with representatives from SNC to discuss the draft revision of alternative request VEGP 3&4-PSI/ISI-ALT-14. As previously discussed during the public meeting on July 16, 2020 (ADAMS Accession No. ML20205L431), SNC prepared a draft revision and provided it to NRC for discussion. The draft revision can be found under ADAMS Accession No. ML20203M222. The NRC staff noted that that SNC had made substantial changes to address NRC concerns. The NRC did ask clarifying questions. The NRC staff requested clarification on the table showing the total number of welds of a specific flaw depth. SNC stated that the table shows that the proposed revision is limited to a total of 12 Class 1 welds and 7 Class 2 welds. In addition, only one out of the 12 Class 1 welds can have a flaw depth 55% to 60% through wall and only two out of the 12 Class 1 welds can have a flaw depth 50% to 55% through wall. SNC would provide further clarification on these numbers in the final revised alternative. The NRC staff also asked whether there were currently any welds with a flaw that would exceed 50% or 55% through wall. SNC responded that there are currently no welds with flaws that exceed 55% through wall, although there are flaws that exceed 50% through wall within the limits of the proposed revised alternative request.

Finally, the NRC staff asked how SNC would address multiple flaws up to 60% through wall in one weld. SNC stated that they would include additional information for addressing for multiple flaws, including the use of proximity rules in Section XI of the American Society of Mechanical Engineers Boiler and Pressure Vessel (ASME B&PV), where two adjacent flaws within the proximity limits would be bounded by a single flaw encompassing the multiple flaws to be conservative.

NRC staff concluded that the revisions SNC made to the alternative request would enable staff to complete the review and that a request for additional information would no longer be needed.

Based on discussions, SNC stated they would submit the revision of the request for alternative VEGP 3&4-PSI/ISI-ALT-14 as soon as possible.

At the conclusion of the discussion, there was an opportunity for the public to provide comments and ask questions. There were no comments or questions from the public.
